The Cannabis Administration and Opportunity Act (CAOA) was released by Senators Chuck Schumer (D-NY), Ron Wyden (D-OR) and Cory Booker (D-NJ). It includes provisions for hemp, namely reducing max THC in products such as foods from 3,000 ppm to 10 ppm, harmonizing it down to Canada’s.
This has been a goal of the ASTM D37 Cannabis committee for years, lowering US max THC in foods to 10, despite not one problem reported at 3,000 ppm.
If the most-aggressive anti-THC country in the world, drug testing millions daily, has no problem with 3,000 ppm… why does ASTM? It will kill the smokable hemp and hemp juice industries, and might force the industry to pivot from CBD varieties to CBG ones. Hemp flower products like tops are not yet GRAS to FDA like the seed is.
The bill would redefine hemp’s THC concentration levels, currently no more than 0.3% delta 9 THC on a dry weight basis to: “Products made or derived from hemp could not exceed 1 milligram of total THC per 100 grams on a dry weight basis;…” [10 ppm]
